Here is a toy that can be made in a few minutes, yet the play possibilities will keep a child going for a long time, at least until the thing gets hung up in a tree.

(PARENTAL ASSISTANCE / SUPERVISION REQUIRED) Cut the crepe paper 11/2 inches wide and slightly longer than the child is tall. If too long, the paper strip will get tangled with his arms and head. Beforehand, cut cubes of wood, at least 3/4 inch on a side, and drill a hole in the center for a string. Have the children round the edges well with the sandblock. This is important, as children will occasionally knock themselves or other children on the head with the weights, accidentally. If rounded, they will hurt, but won't cut.
Color the blocks with crayoned designs or initials. If the crepe paper is all the same color, or only a few colors, the weight is the only way to tell one child's game from another. Fasten one end of the string on the end of the crepe paper, and tie the weight a Forearm's (the child's) length from the crepe paper. Make a holding loop a forearm's length from this. The loop is to help the string stay in the child's hand.
This toy is definitely an outdoor one. To save heads and light-bulbs, have the children make the toy outdoors, or if this isn't possible, make a speech about holding it until getting outside.
